As international trade volumes continue to rise steadily, the efficient evacuation of containers from port areas becomes paramount. Indian ports are grappling with challenges in handling this increased volume, prompting the implementation of measures such as managing ship movements and establishing Container Freight Stations (CFS) in proximity to ports. This strategic move aims to alleviate pressure on port storage capacities and streamline clearance procedures. Globally, similar facilities known as 'Off Dock Container Yards' (CY) serve as extensions of ports.
A CFS serves as a hub for container stuffing, de-stuffing, and the segregation of import/export cargo. It facilitates various activities related to Customs clearance, including home consumption, warehousing, temporary admissions, re-export, temporary storage for onward transit, outright export, and transshipments.
In recent years, concerns have arisen regarding the role of CFS in India, which can be categorized into two main areas: Trade-related concerns regarding CFS operations, and Operational challenges faced by CFS operators.
This policy brief aims to address both sets of concerns, proposing measures to overcome challenges and enhance the contribution of both parties to the ease of doing business in India.
